Lawrence Willis, MA, MDiv, DMin


Rev. Dr. Lawrence Willis is a graduate of The College of Wooster, The Ohio State University, The Interdenominational Theological Center, Johnson C. Smith Seminary, Providence Bible College and Theological Seminary and has taken advanced courses in theological formation from Pittsburgh Theological Seminary.  Rev. Willis is a Critical Incident Stress Management Facilitator certified by the International Critical Incident Stress Foundation.  Currently he serves on the Synod Assembly of the Synod of the Mid-Atlantic, Chairman of the Presbytery of Eastern Virginia Nominations Committee of the Presbyterian Church (USA), Board Chairman of the Downing-Gross Cultural Arts Center, former Chairman of the Office of Human Affairs and former member of Johnson C. Smith Seminary Board of Trustees.

William Roosevelt Royster Jr, MTS, DMin


William Royster began his studies at Saint Leo University where he acquired a Bachelor of Arts degree in Biblical Studies, in 2014. He immediately continued his educational journey at Liberty University where he obtained a Master’s Degree in Theological Studies (MTS), in 2017. Dr. Royster earned his Doctor of Ministry degree at Providence Bible College & Theological Seminary in June 2023. 


Dr. Royster grew up as a preacher’s kid (PK) under the covering of the late Reverend William Roosevelt Royster Sr. He joined the United States Navy in 1983 where he discovered his love for teaching. After completing an intense and vigorous instructor training module in the Navy, he qualified as a “Master Training Specialist” (MTS). During his service of twenty-four years in the Navy, he obtained the rank of Senior Chief Petty Officer, prior to retiring in 2005.

As a leader in the church for over twenty-one years, Dr. Royster has been an advocate, manager, and advisor for “Church Security as a Ministry" and is turning his dissertation by the same title into a ground-breaking book Church Security as a Ministry, Model.

LeRoy Hill, Jr., MDiv, DMin, DMin
Dr. LeRoy Hill, Jr. serves at PBCTS as the President and is the Senior Pastor of Ebenezer Baptist Church, Portsmouth, Virginia. He has a Master of Divinity from Southwestern Baptist Theological Seminary in Ft. Worth, Texas in 1991. In May 2015, Dr. Hill earned his first Doctor of Ministry degree from Virginia University of Lynchburg, and later in 2017, he earned a second Doctor of Ministry degree from Regent University. Prior to being called to the Ebenezer Baptist Church, Dr. Hill taught as an adjunct professor in the Oklahoma Baptist University, and the American Christian College and Seminary teaching courses such as: Old Testament Survey, The Minor Prophets, Principles of Biblical Interpretation, and more. In August 2008. Dr. Hill attended an intensive study course in hermeneutics and homiletics at Regents Park College, at Oxford University in England.

Larry Brayboy, MDiv, DMin


Dr. Larry S. Brayboy is the Provost of Academic Affairs at PBCTS. He also teaches at all levels of PBCTS theological study degree programs, being the the co-founder and director of the Ministry Certificate Program. Building on the success with writing his book "The Black Church in America: Preparing for a New Century," Dr. Brayboy is a  mainstay at PBCTS, having exceptional administrative experience as staff having oversight of  the alumni and students relations at PBCTS. Academic degrees include an M.Div. in 1998, and his D. Min. in 2000 at Providence Bible College & Theological Seminary. Preparatory work included studies at Old Dominion University, University of Maryland, and Tidewater Community College. Currently, Dr. Brayboy pastors Search Point Bible Fellowship in Newport News, Virginia, where he also leads a hands on and Fb ministry of leadership mentoring.  Dr. Brayboy also served as president of Kingdom Bible Institute from 2003-2013.

H. Patrick Cason, MDiv 


Pastor H. Patrick Cason has been proclaiming the Gospel for more than 10 years.


Pastor Cason matriculated at Norfolk State University where he obtained a Bachelors of Arts in Music Media, with honors. Continuing his educational journey, Pastor Cason went on to acquire dual Masters Degrees in Divinity and Christian Education from Virginia Union University's Samuel DeWitt Proctor School of Theology.


Since 2016, Pastor Cason has served as the Senior Pastor of the Bethany Baptist Church in Chesapeake VA. Under his guidance, the Bethany Church has forged many fruitful partnerships with area churches and community organizations, Pastor Cason's vision led to the creation of the non-profit, A Real Chance VA.

As the founder and CEO, Pastor Cason channels his desire to be a catalyst for change in order to pour back into the community and to positively affect the lives of others. His commitment to serving the local community has afforded him the opportunity to receive numerous accolades over the years including the Outstanding Leader Award from Chesapeake City Mayor, Richard West. Additionally, Pastor Cason is the recipient of the Best Pastor Award presented at the 2019 Hampton Roads Encore Awards.


Pastor Cason maintains various local, state and national affiliations. He serves as the Second Vice President of the Coalition of Black Pastors in addition to serving on the Mayor's Campostella Youth Taskforce. He is also a proud and active member of Omega Psi Phi Fraternity, Inc.

Ervin Scott, MDiv, DMin, D.D.


Dr. Ervin Scott pastors The New Rose of Sharon Elim Baptist Church in Chesapeake since 2015. Work as faculty has included Old Testament studies, Systematic Theology, Church Administration, Theology of Pastoral Ministry, and Pastoral Counseling. His educational milestones include BA in Biblical Studies, a BA in Theology, and an MDiv at Richmond Virginia Seminary. Dr. Scott's doctorate (D.Min.)  earned at The Norfolk Seminary and College (2004). He was also awarded a Doctor of Divinity Degree from Providence Bible College and Theological Seminary in June 2024.

Charles (Chuck) Harrison MDiv, D.D.


Chuck Harrison is the Director of the Peninsula Baptist Association, a network of 60 churches in and around the Peninsula of Virginia. Prior to that, he pastored Crossroads Community Church in Yorktown, Va. Prior to that he served on the staff of the Norfolk Baptist Association and has served several churches as pastor or associate pastor. Chuck received a Bachelor of Arts degree (in Philosophy) from Old Dominion University in 1977, and a Master of Divinity degree from Southeastern Baptist Theological Seminary in 1980. He was awarded a Doctor of Divinity degree from Providence Bible College and Theological Seminary in 2023. He serves on the Board of Directors of the V3 Church Planting Movement. And has served in a variety of capacities for the Baptist General Association of Virginia.

William D. Tyree, III, ThM, D.D.


William D. Tyree, III began his first pastorate in July, 1996 when he was instilled as the 13th pastor of First Baptist Church, Berkley in Norfolk, VA


Pastor Tyree is an alum of the United States Naval Academy in Annapolis, Maryland. There he received a Bachelor of Science in Engineering in 1983 and subsequently served the United States Navy for thirteen years attaining the rank of Lieutenant Commander upon separation.


He is also an alum of the Samuel DeWitt Proctor School of Theology at Virginia Union University in Richmond, Where he attained a Master of Divinity degree, Magna Cum Laude, in 1999. He is an alum of Union Theological Seminary and Presbyterian School of Christian Education in Richmond, VA where he attained a Master of Theology degree in 2001. In 2002, Eastern Theology Seminary in Lynchburg, VA conferred upon him the Doctorate of Divinity Degree for outstanding visionary leadership.

Donald Mills, MDiv, PhD


Dr. Mills is the Dean of Academic affairs at PBCTS and also teaches numerous classes. He holds the MDiv from Northwest Baptist Seminary, Tacoma, Washington and a PhD in Hermeneutics from Westminster Theological Seminary, Philadelphia, Pennsylvania. He currently serves as a teaching elder and worship leader at Great Bridge Community Church in Chesapeake, Virginia. He is a member of the Evangelical Theological Society, the Evangelical Philosophical Society, and the Institute for Biblical Research.  He has contributed to theological journals, anthologies, Bible dictionaries, a study Bible, and a theological wordbook.  Additional studies include the University of Pennsylvania, the University of Arizona, Lutheran Theological Seminary, Drake University, Faith Baptist Bible College, and Talbot Theological Seminary. He has served as a pastor in Washington, California, Ohio, and Virginia and has taught in three seminaries.

Beatrice Toombs, MA, MDiv, DMin


Dr. Beatrice Toombs holds three graduate degrees. She graduated from Providence Bible College and Theological Seminary, Richmond Virginia Seminary, and Hampton University. Dr. Toombs earned the degree of Doctor of Ministry from Providence Bible College and Theological Seminary, Master of Divinity degree from Richmond Virginia Seminary, and a Master of Arts degree from Hampton University. Dr. Toombs graduated with academic honors from all three colleges.


 Dr. Toombs accepted God’s calling to serve as a Consecrated Deaconess. As a Consecrated Deaconess Dr. Toombs, serves evangelically the principles of God’s words. She received a Recognition Award from the Peninsula Deacon and Deaconess Council for her Christian dedication as shown by her faithful service to the council, church, and community. She also served in the following ministries as a leader in the church: Christian Education Administrator, administratively responsible for master schedules meetings, agendas, programs, bulletins, budget, newsletters, awards, announcements, counseling, curriculum, syllabus and overall course structure, tours and itineraries, Senior Missionary-President, Youth Organization Sponsor, Jr. Missionary Sponsor, Choir Ministry, Church Interest Group, Nurses Aid Society, Sunday School Teacher, Praise Dance Ministry, Incensory Prayer Ministry, Outreach Ministry, VBS teacher and principal, Policy and Procedure Committee, and New Members Class Committee Chairperson.    


Dr. Toombs is a retired educator. As an educator, Dr. Toombs served for over forty-two years in the capacity of a teacher, Pre-K to 12th gr., computer specialist, coordinator, and a principal. She received several professional awards: Outstanding New Teacher, Outstanding Job Performance, Regional Conference Presenter, Technology Teacher, and The Great Computer Challenge Sponsor Award.                                                                                                                                  

Dr. Beatrice Toombs

Charles Stover, MDiv, DMin


Dr. Charlie Stover graduated from The University of North Carolina with a degree in Journalism and worked for newspapers for 14 years as a reporter, writer, and editor. He earned a Master of Divinity and Doctor of Ministry Degrees from Providence Bible College & Theological Seminary and has served as a professor at PBCTS for 13 years. His international work has included coordinating international students and Dr. Stover occasionally leads voyages and pilgrimages to the Holy Land and to sites in Egypt, Greece, and Turkey. He is listed in Strathmore’s Who’s Who. Dr. Stover is pastor of Lighthouse Community Church, Norfolk, Virginia.
